Storm Water Outfall Reports                                                               October 2005

At the October Works Committee Meeting, a report was released that details results from a storm water outfall monitoring program begun in June 2005.  There are 153 outfalls between the mouth of Taylor-Massey Creek and the Pine Hills Cemetery. Of those 68 showed a base flow, ie. water is flowing out of them in periods where there  has been no rain. 21 of the 68 outfalls showed high levels of e.coli present as well other harmful chemicals. E.coli levels ranged as high as 1,200,000/100 ml. For comparison, Toronto closes its beaches when they show e.coli levels higher than 100/100 ml! So this just demonstrates the severity of the pollution problem. Here are the reports (in Adobe Acrobat format) and some of the data sampled.

In addition, city staff released a report that describes further studies to be done including a geomorphological study as well as initiating a class EA for storm water outfall remediation in Taylor-Massey Creek.

Planned Studies


Water Quality Report on Taylor Massey Creek                                   July 2005

At a recent City of Toronto Works Committee meeting, a report was presented concerning water quality issues in Taylor Massey Creek. In response to a question from Councillor Janet Davis, city staff at Toronto Water prepared a report on a chemical spill that affected the Curity Ravine and the lower part of Taylor Massey Creek. The report gives a history of spills in the Taylor Massey watershed that have happened since 2000. Also detailed are general restoration plans that are planned for the next 10-12 years.

City Council recently took action regarding this report.  They requested the director of Toronto Water to provide an interim report to the October 2005 meeting of the Works Committee on:

(a) the progress and findings from the Storm Outfall Monitoring Program in Taylor- Massey Creek;
(b) the inclusion of the Taylor Massey Creek geomorphological study and stream erosion assessment and restoration in the 2006 budget; and
(c) the feasibility of initiating a Class EA for Massey Creek Combined Sewer Overflow in 2007.
