Dear Ms. Dundas:
Thank you for meeting with us on December 3. We would like to follow up on the discussion about obtaining information on the operations of the CCACs for the years 96-97, 97-98, and 98-99.
The information we have requested but, at best, only partially received has been:
1) Which agencies have received and are receiving the contracts for the above specified years; the units of service received, or the value of their contracts.
2) The expenses of each CCAC on nursing services, personal support/homemaking services, physiotherapy, occupational therapy, speech/language pathology, social work, nutritional therapy, medical supplies and equipment, lab and client transportation, laboratory services, medications, case management/coordination of client services, placement services, and administration;
3) Information on what is included in each expense category for each CCAC. We assume that there are provincial rules to allow comparison of expenses between CCACs but we have not been able to obtain either the data or the contents of the expense categories.
4) The template currently being used for the RFP process in Home Care.
As you mentioned at the meeting this information relates to the expenditure of the public's money and should be available for accountability purposes. We understand that the Long Term Care Office has most, if not all, of this information. The individual CCACs have to report their financial information and proposals to their Long Term Care Branch Office for approval. It would be of benefit if this data could be made available from a centralized source.
At the meeting, time did not permit us to inquire about one other piece of information. The Ministry has issued a program manual to all CCACs which provides interpretation/expectations of the various provisions within the Long Term Care Act to assist in the ongoing implementation of the Act. The original letter to the CCACs notifying them that this would be forthcoming went out under the signature of John King, Assistant Deputy Minister of Health Care Programs. We would very much appreciate a copy of this manual.
