I. Introduction
As the subtitle of this submission emphasizes, we see the amendments proposed
in Bill C-37 as completely antithetical to the fundamental principles and
initial bases for the enactment of the Young Offenders Act. Consequently,
we will elucidate the reasons why we feel this bill should not be supported;
and, at the very least, why we feel most of the Canadian electorate, might
consider it irresponsible for the members of this Committee to proceed with
the amendments proposed in Bill C-37 prior to conducting the broader examination
of the Young Offenders Act.
