'Cycle Right' almost over


ARC's lawyer Tim Gleason writes:

"The police cannot randomly stop you to see if you are breaking
any laws - it is a violation of your Charter rights (s. 7, 8).

This went to the Supreme Court of Canada in the drunk driving cases and
the Court found that random stops did violate the Charter, but were justified
for drunk driving spot checks because of the vast carnage on the roads
attributable to drunk driving. In those cases there was a lot of evidence
about the carnage part - something that would not be available re bells.
