P3 Corporations, Lobbying Activities and Donations to PC Party Ontario

Briefing Notes

Hugh Mackenzie - registered lobbyist with Borealis. Directed Ernie Eves’ leadership bid last year. Past president of the Conservative Party.

Leslie Noble - registered lobbyist with Aecon (not specifically for P3s). Also lobbyist for Royal Ottawa Health Group which drafted the bid terms and short-listed the bidders for the P3 hospital in Ottawa. Wrote 1995 Common Sense Revolution Election platform with Tony Clement. Campaign manager for Mike Harris in 1995 & 1999 elections. Co chair of Eves’ campaign readiness team.

1) Of all corporate donations in Ontario from 1995 - 2001, 78% went to the Provincial Conservative Party. We know that corporations don’t give equally to all parties.

2) When they got into government the Conservatives increased the amount that individuals and corporations can give to political parties. This benefits those parties that are funded by the most wealthy.

3) The health minister is leading the charge in Ontario towards P3s. Although he has claimed that he has nothing to do with the choice of bidders on the P3s, he has everything to do with the policy direction.

4) The health minister has yet to provide any evidence that P3s are faster, better, cheaper. In fact, their international record is the contrary. P3s have been seriously criticized by auditors general in Britain, Scotland, Nova Scotia, Australia, New Brunswick. Why then, would the Minister not consider options that are less risky? Why would the Minister not provide evidence that these contracts would be better than the disasterous P3 contracts around the world? Why would the Minister not try to ensure transparency and accountability through revealing the terms of the bidding and the names of the financiers for the Brampton P3 deal?

Borealis donated $2,500 to Clement’s leadership bid and $4,927 to the PCs in 2001.

Ellis Don - donated $2,500 to Eves’ and $1,400 Clements’ leadership campaigns and $80,237 to the Tories since 1995.

Bank of Montreal - donated $227,511 to the Ontario PC Party since 1995 (including donations through affiliates and two senior bank officials). Donated to both Eves’ and Clements’ leadership campaigns.

SNC-Lavalin donated $3,590 to the PCs in 2001.

Aecon donated $10,000 to Clement last spring (this compares to an average corporate donation for Clement’s campaign of $3,700). The two corporations that merged to form Aecon in 2001, Armbro Canada Inc and BFC Construction Corp. gave $127,568 and $48,235 respectively to the Tories since 1995. A lobbyist, Leslie Noble, registered to lobby for Aecon (though not specifically on the P3 issue) is also registered as a lobbyist for the Royal Ottawa Health Group which drafted the secret bid terms and short-listed the bidders. Ms. Noble helped Clement draft the Common Sense Revolution platform in 1995.
