Notes:
Only Russian Federation, Eastern European countries, England, and Germany would be able to reduce to 1990 levels because of recent economic downturns, which is why they are calling for a major reduction.
US (#1 GHG polluter with almost 25% of emissions) to be 13% over 1990 levels by year 2000 - wants flexible economic measures mostly to satisfy business lobby, which doesn’t want more stringent legislated measures
